DMV changes in 2026: new plate and registration rules by state

Four states changed something plate owners actually notice this year: how you carry your licence, what plate an EV gets, who enforces vehicle rules, and how visible your plate has to be. Here is each change with its source.

California raised its mobile driver's licence cap from 15% to 60% of drivers

Governor Gavin Newsom signed SB 169 on 13 July 2026. The law lifts the cap on the Mobile Driver License Pilot Program from 15% to 60% of the state's licensed drivers, a fourfold increase. More than 3.5 million Californians have applied for a mobile licence since the programme launched in August 2023.

The same bill authorises efficiency measures: ending some mailed notices, dropping the requirement to print physical driver handbooks, and modernising renewal communications. The Governor's office says more than 90% of DMV transactions are now available online.

Vermont now issues distinct plates for electric vehicles

A Vermont law effective 1 July 2026 requires the DMV to issue distinct plates for electric vehicles, WCAX reported on 31 July 2026. The purpose is safety: first responders can see from the plate what they are dealing with at a crash or vehicle fire.

The state does not yet hold enough special plates for every EV driver. Dealers selling new EVs will issue either a magnetic decal for your existing plate or a temporary plate. EV motorcycle riders get new plates too.

Vermont's DMV enforcement division is now the Vermont Highway Patrol

WCAX reported on 4 August 2026 that the Vermont DMV rebranded its enforcement and safety division as the Vermont Highway Patrol. DMV officials say only the name changed. The same officers continue commercial vehicle safety and traffic enforcement alongside state police.

Wisconsin is reminding drivers that plate frames can trigger a stop

The Wisconsin State Patrol issued a reminder covered by WEAU on 8 August 2026. Where two plates are issued, both must be firmly attached, front and rear. Plates must be kept clean and legible, and any bracket or frame covering part of the letters, numbers, or registration stickers is illegal and can lead to a traffic stop.

Superintendent Tim Carnahan tied it to crash response, stolen vehicle recovery, and hit-and-run investigations. The Wisconsin DMV issued nearly 1.3 million plates last year.

Practical takeaway for vanity plate owners: a decorative frame that clips the top or bottom of your custom text defeats the point and can cost you a stop.

North Carolina drops registration stickers and cards on 1 October 2026

ABC11 (WTVD) reported on 20 August 2026 that North Carolina registrations due after 1 October 2026 will no longer come with a license plate sticker or a paper registration card. The change came from the $34.4 billion state budget signed into law by Governor Stein in July.

Registration itself does not change. Physical cards become an electronic notice of registration, renewal stickers are eliminated, and law enforcement accesses registration records electronically. Drivers can still request a printed copy for a fee.

Vehicle inspections remain required, with inspection status tied to the electronic registration record. Vehicles can still be inspected up to 90 days before the registration expires. WLOS covered the same budget provisions in its Ask 13 segment on 4 August 2026.
