Four kinds of fake plate are on the road
Trooper Michael Slawek, a nearly ten-year State Police veteran, told WIVB during a ride-along that some fakes are hand-written and some are indistinguishable to the naked eye.
The reporting sorted them into four categories: paper tags printed at home, out-of-state plates that mimic legitimate ones, stolen plate numbers copied onto other vehicles, and surrendered plate numbers back in circulation.
Surrendered plate numbers keep coming back
DMV records obtained by WIVB through a public records request show more than 11 million plate surrenders processed since 2021, roughly two million a year. The DMV says it does not release surrendered or destroyed plate configurations and treats surrendered plates as a security item until destruction.
Troopers still see those numbers again. Slawek called the problem prevalent in Western New York. In June, troopers spotted a pickup on I-290 carrying a surrendered Staten Island plate number whose registration had been suspended, including for unpaid tolls, and had been surrendered since 2023.
New York State Inspector General Lucy Lang confirmed her office takes every complaint seriously and declined to discuss any ongoing review, saying investigation integrity depends on not commenting.

1,155 tickets and 214 impounds in one statewide operation
State Police launched a statewide ghost plate crackdown in May 2026 focused on New York City, Albany and Buffalo. WIVB reported 1,155 tickets issued, 214 vehicles impounded, and 38 of those impounded specifically for toll evasion using ghost plates.
In Buffalo the operation centred on I-190. One stop involved a Hyundai Sonata on the East Side with a paper plate claiming Indiana registration. The driver lived in Buffalo and was ticketed for operating an unregistered vehicle.
Troopers say fake plates are a tool for stolen vehicles, drug transport and larcenies, and they make stolen-car investigations harder.
Plate readers and Flock cameras drive the enforcement
Slawek's patrol vehicle carries a reader that scans passing cars front, back and side in real time. "Whatever the camera sees, it picks up," he said. During the ride-along a Flock alert came in for a stolen plate.
Flock's stationary cameras capture plate numbers, vehicle descriptions and travel direction, then alert police when a flagged vehicle passes. Privacy advocates question how much data is collected and how long it is kept. Police argue the cameras are essential for stolen vehicles and wanted suspects. What this means if you own a personalised plate
A personalised combination is easier to copy and easier to remember than a random sequence, so verify what your plate is credited with rather than assuming. Check tolls and violation notices against the dates you actually held the plate.
